The facility is home to ice surfaces to house both skating and curling activities. Numerous community groups use the surface for competitive and recreational leagues, as well as more recently speed skating.

The facility promotes a sense of community in Saint Andrews by offering a wide variety of activities to its citizens, allowing the community to grow together. The W.C. O’Neill Arena Complex is also home to a movie theatre, meeting and convention facilities, St. Andrews Community Channel-CHCO-TV Channel 10, dormitories and the Heather Curling Club.
